Ask at the Marina de Lagos office for Francisco (aka Chico). He can do most of what you want - check & change anodes, clear props, retrieve tools etc. for a very reasonable price.
The professional divers at Dive Time, who have an office near Bar da Lota, which is on your right hand side if walking from the marina to Sopromar yard, will also be able to help with any underwater task.
